Coleague answered maybe too shortly (page for resolving conflicts), idea is that new requests go to subpage, and reason for locking main page is to force users to do just that. On page there is big blue button with text "Upiši zatjev", so everything seems fine to me. Of course I speak Croatian, Upiši zatjev means something very reasonable and sensible to me.
