Hello. I'm not sure that's okay. I give it a great chance it isn't. The reason, when I personally uploaded the coat of arms files a couple of years ago, they did not qualify for Commons at the time, but it could be posted on national wikipedia under other conditions. The author of the image (coat of arms) is Željko Heimer and is used on Croatian Wikipedia with his permission. The license can be viewed here. This is only valid for Croatian wikipedia.
